I have the honour to submit for His Excellency
m
consideration the accompanying programe of the supply of
subsidiary coin this season.
The Chief Manger of the HongKong and
Shanghai Bank is strongly of opinion that the amount
stated is the very minimum that will be required, in
which opinion I concur.
I therefore advise that the Crown Agents
be requested by telegraph to send out the first four
consignments on the list and that a despatch be sent
recommending the Secretary of State to instruct the
Crown Agents as to the remainder.
In so doing it should be definitely laid
down that unless further instructions are received,
no shipments whatever are to be made after the mall
due here on the 3rd February, whether the full amount
has been completed or not.
